MAYO in Del Rio (1969) In early 1969, Governor Preston Smith shuttered the Val Verde County arm of Volunteers in Service to America and its Minority Mobilization Program. The incident, coupled with escalating police brutality, inspired the Mexican American Youth Organization (MAYO) to organize a protest in Del Rio.
